This setup has been put together for younger tortoise ( Hatchlings).  This setup   offers the best lighting avaialble for your tortoise.   
Unlike most setups available (combi bulbs) , This setup gives you seperate T5 lighting as well as a heat lamp. Tortoise need UV.
Alot of setups out there only come with a 2 in 1 combi bulb which has now been proven to be a poor / detrimental choice for raising aninmals.  
We would avoid any sellers that recommend these. 
 .The T5 spreads more accross  your setup.  This helps minimise dark spots and exposes your tortoise to more valuable UV rays (Essential for tortoise health and metabolism)
